The answer to the question, how do I qualify for Plan F is simple.

You must have had Medicare Parts A or B prior to 1/1/2020.

If you did not have Medicare Parts A or B prior to 1/1/2020 then you do NOT qualify for a Plan F.

You can get a Plan G instead.

For either plan, if you are more than 6 months past your Part B effective date, and do not have another Guaranteed Issue situation, you'll have to qualify based on health.  Qualifying situations can include losing employer coverage, moving out of the area of your existing plan and losing coverage, among others.
